Arakurayama Sengen Park is located halfway up Mount Niikura, and the five-storey pagoda at the top of the 398 steps is the official name of the Memorial Tower for the War Dead of the City of Fujiyoshida (commonly known as the Chūreitō). The city's relief association played a central role in establishing the Fujiyoshida Cenotaph Construction Committee, chaired by the mayor of Fujiyoshida City, on 12 August 1958, in order to enshrine the 960-odd pillars (currently 1,055 pillars) from the city who died in the war since 1868.
